Rental Policy 4/1/20 per Govenor Wolf
Update on short term rentals for Pennsylvania.
On March 31 Governor Wolf updated provisions to the Stay at Home order to include a ban on short term rentals. This change was done in large part because of an influx of people to eastern PA, many of them renting homes. There were unscrupulous people advertising that life in PA was good with no impact from the virus and discounts were available for rentals.
The new mandate forbids any rentals less than 30 days or 1 calendar month, whichever is less. It does not impact those rentals already in residence. Masthope has less than 20 properties meeting the criteria which are already in place. Staff will be contacting any Property Owner who has rentals scheduled for the month of April to advise them of the new mandate. All rentals not meeting qualifications must be canceled. Should extensions to the shelter in place or any other order be made we will again reach out to members or renters.
The order does not address people who may be “using” the home of another. We hope that our members respect each other and do not take advantage of this crisis for personal gain. If it is discovered that homes illegally rented, owners will be fined a minimum of $500 by the community and turned over to the PA State Police for prosecution. This is not worth putting your friends lives at risk.
If you do come to stay at your home, we ask that you comply with all orders of the community, local, state or federal government. The primary and most important is to self-quarantine for a minimum of 14 days. After that time please practice social distancing and be very aware of your potential impact on the world.
Text of Mandate update March 31,2020
Short term rentals of any unit, group of units, dwelling, building, or group of buildings within a single complex of buildings which is advertised or held out to the public as a place regularly rented to guests, or which is rented to guests more than three times in a calendar year for periods of less than 30 days or 1 calendar month, whichever is less, or rented through a home-share website are not authorized.
This prohibition does not apply to the following:
o Hotels, motels, inns, resorts, non-transient public lodging establishments, or time share projects; or
o Rental stays where guests are currently staying in a vacation rental or have previously booked a stay and are scheduled to check-in no later than April 1, 2020; or
o Rentals to persons performing military, emergency, governmental, health or infrastructure response, or travelers engaged in non-vacation commercial activities.
