Board of Directors

Steve Walsh – President (Through 7/2025)

(7/2024 – 7/2027)boardpresident@masthope.org
“My wife Wendy, daughter Kiera and I have lived fulltime in Masthope since 2019. The decision to relocate from Orange County New York is one that we have no regrets about; we love it here.

Prior to moving to Masthope, I worked 29 years in law enforcement, holding various ranks and finally retiring at the rank of Police Chief. In 2021 I joined the Central Volunteer Fire Department, and I am currently qualified as an Exterior Firefighter. This is an achievement that I am particularly proud of because of how physically challenging the training was.

In 2021, I was compelled to run for the Board of Directors out of concern for the direction the community was headed. Since being elected, the board has tackled many difficult projects and we continue to work together to maintain that community feeling we all love.

Since moving to Masthope, we have met some great people who love Masthope as much as we do. We are excited about the future here and hope to meet many more members that we haven’t already had the pleasure of getting to know.”

Phil Balzafiore – Vice President (Through 7/2025)

(7/2024 – 7/2027)
“My wife Susan and I live on Long Island with our three children: Philip, Julia and Grace. We purchased our Masthope home in 2017 after renting here for 8 years, but our love for the community goes back nearly 40 years. Susan’s parents were original owners, and I frequented Masthope as a guest since the 1980’s (I learned to ski on Big Bear).

I sought my position on the Board because I believe that Masthope’s most controversial challenges are solvable. My nearly 30 years of business and legal experience, along with having seen the community evolve over the years, uniquely positions me to help us all move forward together.

I currently am the Group Head of Tax for a publicly traded global asset manager overseeing more than $30 billion. For nearly 30 years, I have held similar executive and tax counsel positions at other well-known financial institutions. I am a NYS attorney with two law degrees, as well as a NYS CPA.”

Carol Guerriero – Chairman (Through 7/2025)

(7/2022 – 7/2025)
“Carol Guerriero. Masthope homeowner since 2009 and fulltime resident since 2020, enjoys every facet of mountain life while using all amenities. Professionally, I am a Senior Legal Contracts Negotiator for a global provider of business decisioning data and analytics. Member of the Masthope Documents Review Committee. As a board member with a fiduciary responsibility to support the wellness of every facet of our community, I work to maintain our standards, basic operations of the community and seasonal amenities and events. Openminded, I listen to all homeowners and bring a positive approach to every issue with a commitment as a team member to work hard so that our mountain community continues to flourish successfully.”

Gerhard Bühler – Treasurer (Through 7/2025)

(7/2022 – 7/2025)
“Given my long term professional experience in Physics Research, Engineering, and IT Management, I am looking forward to help our Community with my expertise in Technology and Data Management, Operations, Process Improvements and Budget Management. I will put my energy, knowledge and skills into making sure that Masthope continues to be run for the benefit of its residents. My wife and I can be found most weekends in Masthope where we enjoy the many amenities, facilities, and the environment that all together make Masthope so special.”

Tom Garrity – Secretary (Through 7/2025)

(7/2023 – 7/2026)
“I’m Tom Garrity. I’ve owned a home in Masthope for the past eleven years. I have been a member of the Board for three years and I am the chair of the Document Review Committee. After a 20-year career in law enforcement, I became a Registered Nurse.

Currently, I provide care for a primarily elderly population. I’ve been married to my wife, Judy, for 43 years, we have three children and two grandchildren. We chose to buy a home in Masthope because of the many amenities and the overall high quality of life. One of my greatest experiences has been the ability to teach and ski with my two grandchildren, who are ten and eight years old. My goal is to ensure that our current level of services is maintained and that we continue to thrive as a community.”

Bruno de Vinck

(7/2023 – 7/2025)
“My wife Dolores and I have been members of the Masthope Mountain Community since 2011. We divide our time between both of our homes and we are at Masthope 2-4 days every week.

I studied Architecture at Pratt Institute and later earned the Certified Property Manager (CPM) designation from the Institute of Real Estate Management (IREM). I am a past director of a major national hotel company and the New Jersey Association of Realtors (NJAR). I am also the past Chief Operating Officer, Director and Secretary of a major national Real Estate Investment Trust (REIT) for 9 years, and Chairman of the Board of a non-profit senior residential health care facility for 22 years. I have spent over 40 years as an asset manager of national real estate investment portfolios, including from 1994 to the present with the Lightstone Group.

Upon becoming a property owner at Masthope, I wanted to be involved in the community and immediately started attending the monthly board meetings. I am now a director and I am honored to be Chairman of the Board.

My goal is to continue to maintain the high level of services and amenities of our four-season community brought about by the collaboration between my fellow directors and Management.”

Eugene Principe

(7/2024 – 7/2027)
“I have been a member of the Masthope Mountain Community Board of Directors for the past 3 years. I have been volunteering my time to protect the interests of our community. I have enjoyed the time I have spent keeping the community moving forward with new amenities and keeping the existing ones in good shape. I take my job as a Board member very serious trying to ensure the community remains fiscally responsible and protecting our property values. I have been a full-time resident of the community for the past 12 years and have a vested interest in the community.”

John Mangin

(7/2023 – 7/2026)
“My wife Mary and I have been married for 33 years. We grew up in Queens, NY and moved to Long Island when we started our family and raised our four kids there (3 boys and a girl). I was a volunteer firefighter and volunteer coach/director for all four kids’ teams in soccer, baseball and basketball. Mary and I also did a lot of volunteer work for our parish.

We’ve been Masthope property owners since 2005 and moved here full time in 2022. I am a retired air traffic controller after 33 years at NY Approach Control (a RADAR facility); the last 15 years as an Operations Supervisor. We have two grandkids and God-willing many more to come.

In addition to being recently elected to the BOD, I am a member of the ECC committee. Our entire family absolutely loves Masthope. Mary and I really enjoy being here full time and the opportunity to meet so many new folks and form new relationships with some really wonderful people. I will take my responsibilities as a Board Member very seriously. I will always look out for the best interests of the community and work diligently to maintain Masthope as the premier community in the northeast Poconos.”

Bill Chillianis

(7/2023 – 7/2026)
“My wife Jennifer and I live on Long Island with our two young children, Annabella and Billy. We have been members of the Masthope Community since 2015. I started my professional career in the restaurant industry and worked my way up to a senior director of operations with a fortune 500 industry leading company before I decided to change careers. Currently, I am the owner / operator of a SERVPRO franchise on Long Island, an emergency response mitigation and complete construction company.

Our home purchase in Masthope was a family decision that was very easy to make. We enjoy everything the community has to offer. I have been skiing at Big Bear since I was a teenager, and my wife and kids learned how to ski and snowboard on the mountain over the past 7 years. We enjoy water tubing off the boat and cruising around on our JetSki when we are not hanging out by the pool. During the spring and fall, we as a family enjoy riding our ATV’s through the trails and experiencing what nature has to offer.

I was elected to the BOD in 2023. I had thought of running for a seat on the board in the past, but wasn’t sure that the timing was right for me. When I made the decision to run in early 2023 it was because I knew I would be able to dedicate the time and energy into really trying to make a difference. My goal is to be the voice of the actual community members. Masthope has always been known to be a fantastic family friendly, four seasons community, and I am dedicated to doing everything I can to keep it that way.”

Deborah Monastero

(7/2024 – 7/2027)
“My husband and I have been married for 42 years and purchased our first home in Masthope 25 years ago when we were raising our two school-aged children. We reside on Long Island and enjoy our time in Masthope immensely. Our children are grown with families of their own and still enjoy their time in Masthope as well.

I decided to run for the Board because I believe it is an incredibly important time in Masthope’s history, with the ski mountain operations transitioning back to the community. Masthope will be undergoing significant change and needs a Board that is prepared to work diligently to ensure that Masthope moves in a direction that is both fiscally sound while also maintaining a strong sense of family. My experience as a practicing attorney along with my business experience affords me the skills necessary to be an effective advocate for our community and I look forward to serving Masthope as a Board member.”

Michael O’Connor

(7/2022 – 7/2025)
“My wife Mary Ann and I purchased a home in Masthope in 2003 with our three sons, now three daughters in-law and four grandchildren. My family loves being a part of Masthope and we are continually out in the community enjoying all Masthope has to offer. I retired in 2020 after a 36-year career in law enforcement and I am continuing to serve the Town of Greenwich as a fully sworn auxiliary police officer.

In the past, I negotiated labor contracts representing my department’s 150 sworn officers for over 25 years and held numerous positions within my labor union including Vice President. I am also a certified realtor in the state of Connecticut.

I decided to run for the Board of Directors so I could help lead Masthope in a positive direction with it continuing to be the premier family community in the Poconos. I am fiscally responsible by nature and enjoy working with a professional group of directors towards a common goal. I will continue to work closely with the Board and Management team to ensure Masthope amenities and infrastructure are well maintained and updated.

In closing, I have learned a great deal about the inner workings and management of Masthope and I will continue to work as hard as I can for our wonderful community.”
